The Occurrence of Sexual Abuse in a Small Community

Abstract

The number of victims of child sexual abuse in a community with a population of 16,000 was studied, Because of the active work of a self-help group in promoting treatment of victims and prosecution of offenders, the courts have convicted 32 offenders in this community during a three year period (1980-1983). Victims were identified in various ways. The sentencing of the offenders was based on specific charges involving 56 victims. Another 29 victims were identified in court but were not included in the final sentencing, as a result of plea-bargaining and other legal procedures. Counsellors in the self-help group were aware of another 33 victims who claimed to have been sexually abused by these same 32 convicted offenders but whose names were not identified in court. While courtroom convictions reflect only the tip of the iceberg, they do give a picture of the minimum number of victims of child sexual abuse in a small community.

Résumé

On a analysé le nombre d'enfants victimes d'abus sexuels dans une communauté de 16,000 habitants. Á cause du travail intense d'un groupe de support faisant la promotion du traitement des victimes et de la poursuite des agresseurs, les cours de justice ont condamné 32 de ces agresseurs durant une période de trois ans. Les victimes furent identifiées de différentes façons. Les sentences prononcées s'appuyaient sur des accusations impliquant 56 victimes. On a aussi identifié 29 autres victimes dont le témoignage n'a pas conduit à des accusations à cause de defférentes procédures légales. Les conseillers du groupe de support étaient conscients du fait que 33 autres victimes, qui prétendaient avoir été agressées sexuellement par les mémes 32 agresseurs, ne furent pas identifées en cour. Méme si les condamnations des cours de justice ne reflètent que la pointe de l'iceberg, elles indiquent cependant le nombre minimum des enfants victimes d'abus sexuels dans une petite localité.
