The Role of Evaluability Assessment in Mental Health program Evaluation

Abstract

Evaluability assessment is a methodology designed to increase the appropriateness and utilization of evaluation studies. Through the collection and analysis of program information, evaluability assessment identifies which elements of a program can be usefully evaluated and which can not. By instituting a collaborative relationship with program staff, this approach facilitates further evaluation research and increases utilization. Three case studies in different mental health settings (a day program, a home care program, and a counselling program) illustrate the various implications and benefits of evaluability assessment and underscore the recommendation that program evaluation should almost invariably begin with this procedure.

Résumé

Le jugement d'evaluabilité est une mèthodologic destinée à augmenter l'à-propos et l'utilisation des études d'évaluation. À travers la compilation et l'analyse des informations sur un programme, le jugement d'évaluabilité identifie les éléments d'un programme qui peuvent ëtre utilement évalués et ceux qui ne le peuvent pas. En construisant une relation coopéreative avec le personnel d'un programme, cette approche facilite d'autres éventuelles recherches évaluatives et augmente l'utilité de l'évaluation. À travers trois études de cas impliquant des programmes de santé mentale (un programme de jour, un programme de soins à domicile et un programme de support psychologique), on illustre les différentes implications et les bénéfices du jugement d'évaluabilité et on formule une recommandation à l'effet que l'évaluation de programme devrait pratiquement toujours commencer par cette étape.
