Program vs. Evaluation: Reconciling the Needs of Service Providers and Program Managers

Abstract

One reason often cited for the difficulty in implementing and utilizing evaluation in mental health settings is the resistance of clinical staff. This resistance can often be traced to the lack of involvement of front-line staff in the research process, despite the fact that they are major stakeholders in the evaluation and its results. This article outlines a number of ways in which the needs of program staff can be addressed by involving them more in the design, implementation and reporting of the evaluation, by providing information that can be used in the assessment and treatment of individual clients, and by minimizing the negative consequences resulting from evaluation activities. An evaluation of a camp for children with learning disabilities and behaviour problems is used to illustrate some of the principles discussed.

Résumé

Concernat la difficulté d'implanter et d'utiliser l'évaluation dans les milicux préoccupés par la santé mentale, une des raisons souvent invoquée est la résistance du personnel clinique. Cette résistance est souvent attribuée au manque d'implication du personnel de première ligne dans le processus de recherche, en dépit du fait que ces personnes sont les principales concenées par l'évaluation et ses résultats. Le présent article décrit diffèrentes façons de s'adresser aux besoins du personnel d'un programme: les impliquer davantage dans la planification et la diffusion des résultats de l'évaluation; fournir de l'information utile pour l'évaluation et le traitement de clients individuels; minimiser les consequences négatives pouvant résulter des activités d'évaluation. L'évaluation d'un camp d'enfants ayant des problèmes d'apprentissage et de comportement illustre certains principles mis de l'avant.
