The Planning and Implementation of Government-Sponsored Community-Based Primary Prevention: A Case Study

Abstract

Governments at all levels have become increasingly involved in initiating and funding projects within which community residents work collaboratively with local service providers in the development of programs for the betterment of themselves, their families, and their community. Inherent in these initiatives, however, are a number of possible sources of tension which, left unresolved, may hamper the intentions of governments to seed grass-roots solutions to community problems. A qualitative research methodology was used to examine the nature of the relationship between government and community representatives (both residents and local service providers) in establishing community-based primary prevention programs under the auspices of the Better Beginnings, Better Futures initiative of the Government of Ontario. We examine a number of issues and tensions that have arisen from this project, both during the development of the program model by the government, and through to its implementation in several communities in the province.

Résumé

De plus en plus, les differents paliers des gouvernements sont impliqués dans la promotion et la consolidation de projets incluant un travail de collaboration entre les résidents de la communauté et les intervenants afin de développer des programmes visant au mieux-ětre des individus, de leur famille, et de leur communauté. Cependant, ces projets engendrent inévitablement des sources possibles de tension qui, en demeurant irrésolues, peuvent nuire aux gouvernements dans leurs intentions de développer des solutions de base aux problèmes des communautés. Une recherche s'est intéressée è décrire, au moyen d'une démarche qualitative, la relation qui existe entre le gouvernement et les représentants de la communauté (résidents et intervenants des centres locaux de services) au moment de l'établissement de programmes communautaires de prévention primaire, sous les auspices du programme «Better Beginnings, Better Futures» une initiative du gouvernement de l'Ontario. Nous examinerons divers problèmes et sources de tension qui sont apparus dans ce projet, è la fois pendant l'élaboration par le gouvernement du modèle du programme et durant son implantation dans plusieurs communautés de la province
