A New Model of Leadership: Getting Results in Australia

Abstract

This paper provides an outline of the delivery of mental health care in Australia and the development of a National Mental Health Strategy, which set the agenda for mental health reform including a national transition to community-based care through an integrated health system. A key achievement in this reform process was the establishment of an independent national mental health body representative of the sector and community views, and which has direct access at national decision-making level. An overview of the development, structure, and significant activities of the Mental Health Council of Australia is provided, such as processes for influencing national policy, management of national projects, and representative activities. A core ingredient to the success of the Council has been through the establishment of committed partnerships between all key stakeholders in promoting the mental health of all Australians.

Résumé

Cet article présente un tour d'horizon sur la dispensation des soins de santé mentale en Australie et rend compte du développement de la Stratégie nationale de santé mentale, laquelle a déterminé l'agenda pour une réforme incluant une transition nationale vers les soins basés dans la communauté par le biais d'un système de santé intégré. Une réussite-clé dans ce processus de réforme a été l'établissement d'une instance nationale de santé mentale indépendante, représentative du secteur communautaire et de ses perspectives, et ayant un accès direct au niveau décisionnel national. Une revue du développement, de la structure et des activités significatives du Conseil de la santé mentale de l'Australie est présentée, incluant des éléments tels que les processus d'influence des politiques nationales, la gestion de projets nationaux et les activités de représentation. Un ingrédient central du succès du Conseil a consisté dans l'établissement de partenariats engagés entre tous les acteurs-clés impliqués dans la promotion de la santé mentale de tous les Australiens.
