Stakeholders As Partners: The Challenges Of Partnership In Quebec Mental Health Policy

Abstract

The notion of partnership has swept our society's image makers' imagination and invaded our policy designers' conception of the desirable, the rational, and the marketable. This is particularly true in the field of mental health which is now earnestly investing in its operationalization. This paper presents the case of Quebec, a province which has legislated partnership within its recent mental health policy. The author examines the many responses this concept has provoked among the key stakeholders involved. Such an analysis provides us with a unique and direct insight into the many challenges government-legislated partnership is to meet in the human services, if it is ever to be viable.

Résumé

La notion de partenariat a séduit l'imagination de nos productcurs d'images et envahi la conception que se font les dessinateurs de politiques de ce qui est désirable, rationnel, et profitable. Ceci est particulièrement vrai dans le domaine de la santé mentale qui a adopté le terme à bras ouverts et s'emploie fermement à le mettre en pratique. Cet article présente le cas du Québec, province qui a inséré le partenariat au coeur de sa nouvelle politique de la santé mentale. Nous y examinons les nombreuses réactions que l'adoption de ce terme a provoqué chez les principaux groupes d'intérêts dans le domaine. Cette analyse nous offre une vision unique et directe des nombreux défis qu'un partenariat imposé par l'Etat aura à vaincer si on veut qu'il devienne réalité.
