Community-Based Economic Development: A Strategy for Primary Prevention

Abstract

The negative impact of macroeconomics and conventional economic practices on the well being of Canadian rural communities is reviewed and critically analyzed. Community-based economic development (CBED) is proposed as an alternative economic development strategy. CBED is also proposed as a strategy for sustainable development and for primary prevention. A successful case study is examined and useful principles of implementation based on first-hand experience and knowledge of the literature are presented.

Résumé

L'impact négatif des pratiques macroéconomiques et économiques conventionnelles sur le bien-être des communautés rurales canadiennes fait ici l'objet d'une analyse critique. On y propose la Corporation de développement économique communautaire (CDEC) comme stratégie économique alternative. La mise sur pied d'une CDEC est également envisagée en tant que stratégie de développement durable et comme mode de prévention primaire. On fait ensuite l'analyse d'un cas réussi. De plus, on présente également des principes utiles d'implantation de ce type d'organisation, fondés à la fois sur l'expérience concrète et les données de la littérature.
