Santé Mentale au Travail: L'Approche Des Programmes D'Aide Aux Employés

Abstract

This paper concerns the main results of an empirical study addressing 129 practitioners involved in Employee Assistance Programs (EAP) in Quebec. The author defines this type of program on the basis of the linkage between work structure and mental health issues. The linkage between health and work can be appraised through four different traditions: the struggle against alcoholism, work counselling, health and safety at work, and the quality of working life. The present EAP orientations, their organizational setting, and their dominant type of intervention can be related to a work counselling model. A union alternative approach, based on “union counselling” practice indicates a more community-based type of intervention. The conclusion is that both types of interventions are still quite far from a more organizational perspective, in which work structure would represent a salient factor influencing workers' mental health.

Résumé

Cet article présente les principaux résultats d'une étude empirique faite auprès de 129 intervenants dans les Programmes d'aide aux employés au Québec (PAE). L'auteur situe ce type de programme dans la problématique plus large des rapports entre santé mentale et travail. Le lien entre santé et travail peut être abordé suivant quatre grandes traditions de pratique: la lutte contre l'alcoolisme, le counseling en milieu de travail, la santé et la sécurité au travail, et le mouvement de qualité de vie au travail. Les orientations actuelles des PAE, leur mode d'organisation comme le type d'intervention privilégié s'appuient sur l'approche du counseling en milieu de travail. Une pratique syndicale alternative, I'intervention de «délégués sociaux» introduit une perspective plus communautaire. L'auteur conclut en montrant que ces deux formes d'intervention sont encore loin d'une problématique plus organisationnelle donnant une plus grande part aux conditions de travail comme facteur majeur affectant la santé mentale des travailleurs.
