Peer Evaluation of an Organization Involved in Community Economic Development

Abstract

A participatory evaluation was conducted in an organization that promotes community economic development. This approach reflects current changes in the practice of evaluation which fosters the empowerment of stakeholders, enabling them to conduct an evaluation centering on their issues of concern and allowing them to utilize the results in program planning. In the present investigation, stakeholders chose to assess the visibility and credibility of the organization in the community. Data were gathered by consulting 20 workers from 13 local organizations. The results of a qualitative analysis of these data are reported for each of five ecological factors that promote a process of empowerment among members of a setting.

Résumé

Une recherche évaluative s'est déroulée dans une organisation faisant la promotion du développement économique communautaire. L'approache retenue était une approche participative. Ce type de recherche reflète les modifications dans la pratique de l'évaluation de programmes qui dorénavant veut contribueur è favoriser l'appropriation psychoscoiale des acteurs-clés impliqués. Le but recherché est que ces personnes élaborent une recherche portant sur leurs intérêts et que cette recherche leur soit utile dans leur planification. La recherche rapportée ici a porté, comme le souhaitaient les acteurs-clés, sur la visibilité et sur la crédibilité de leur organisme dans leur comunauté. Vingt travailleurs de 13 organisations locales ont fourni leur point de vue. Une analyse qualitative a permis de mettre en valeur cinq facteurs écolgiques pouvant contribuer è hausser le sentiment d'appropriation chez les acturs d'un milieu donné.
