The Interaction Between Evaluator and Program: Lessons from an Evaluation of a Parent Resource Centre

Abstract

This paper reports the results of an evaluation of a parent-child resource center in a suburb of Toronto. The resource centre was designed as a prevention program to strengthen and support mothers with young children by offering social support, recreational and education programs for both parent and child. The findings suggest that the program was effective in improving the mother's self-esteem and social supports, and enhancing the child's developmental progress. However, there was no evidence of program impact on parent-child interactions, and improvements were not correlated with frequency of attendance at the Centre. This study is a case example of the constraints placed on evaluations by program considerations, especially during the formative stages of program implementation.

Résumé

Cet article rend compte des résultats de l'évaluation d'un centre d'aide parent-enfant, situé dans une banlieue de Toronto. Cet organisme avait un objectif de prévention destinè à consolider et supporter les méres de jeunes enfants en offrant des programmes d'activités socials, récrétives et éducationnelles pour les parents aussi bien que pour les enfants. On a constaté que le programme était efficace pour améliorer l'estime de soi et le support social chez les mères et pour favoriser le développement de l'enfant. Cependant rien ne démontrait l'impact du programme sur l'interaction parent-enfant; les améliorations observées n'étaient pas en corrélation avec la fréquence de participation au centre. Cette étude peut constituer un exemple des contraintes imposées à l'évaluation de programme, particulièrement au cours des périodes initiales de l'implantation d'un programme.
