Single Mothers in Canada: An Analysis

Abstract

This paper explores the social context of single mothers in Canada. Areas of concern in the literature include role strain (both at home and at work), poverty, employment, and the inaccessibility of child care. Past interventions for single mothers at the governmental, organizational, and individual levels are discussed. These include strategies to reduce the numbers of single-parent families living below the poverty line, to ensure greater flexibility for single mothers in the workforce, and to improve the overall self-image of women through further education, assertiveness training, and confidence building. Finally, the authors make recommendations for policy changes and future interventions, proposing a strategy which combines elements of the Employment Resource Program, an innovative model used in a mid-size Ontario city, and the former Vancouver Opportunities program. The model employs self-help techniques, career counselling and job training, child care and financial assistance.

L'article explore le contexte social des mères canadiennes qui supportent seules lcur famille. La revue des écrits porte sur les types de rôles (au foyer et au travail), la pauvreté, l'emploi et l'inaccessibilité des soins aux enfants. On discute des interventions déjà faites aux niveaux gouvernementaux, organisationnels et individuels. On mentionne les différentes stratégies utilisées pour réduire le nombre des familles monoparentales vivant sous le seuil de la pauvreté, pour assurer une plus grande flexibilité dans l'accès au monde du travail et pour améliorer l'image de soi par l'éducation, l'affirmation de soi, et la confiance en soi. On fait des recommandations pour des changements de politiques et des interventions futures; on propose des stratégies qui associent des éléments d'un programme d'accès au travail ("Employment Resource Program") mis sur pied dans une ville de taille moyenne du sud de l'Ontario de même que d'un autre programme implanté à Vancouver ("Vancouver Opportunities Program"). Le modéle comprend des techniques de support mutuel, de la consultation sur le plan de carrière, de l'entrainement au travail de même qu'un support dans le soin des enfants et la gestion des finances personnelles.
