Better Beginnings, Better Futures: A Community-Based Approach to Primary Prevention

Abstract

Better Beginnings, Better Futures is a 25-year primary prevention policy research demonstration project. Its major purpose is to assess the extent to which community-based primary prevention programs can be effective in preventing emotional, behavioural, physical and cognitive problems in children from economically disadvantaged communities. The project grew out of a number of primary prevention initiatives introduced by the Ontario Ministry of Community and Social Services (MCSS) since the late 1970s. Eleven sites, four of them located on native reserves, received funding in January, 1991 to establish programs in their communities. From the beginning, a qualitative, naturalistic research approach has been utilized to document and understand the ways in which the programs have developed in the various Better Beginnings communities.

Résumé

«Meilleurs débuts, Meilleurs futurs» (Better Beginnings, Better Futures) est un projet expérimental de recherche sur 25 ans défini dans le cadre d'une politique de prévention primaire. Son but principal est d'évaluer jusqu'è quel point les programmes de prévention primaire communataire peuvent ětre efticaces pour prévenir les problèmes émotifs, comportementaux, physiques, ou cognitifs chez les enfants provenant de communautés économiquement défavorisées. Le projet est issu d'un certain nombre d'expériences touchant la prévention primaire, initiées par le Ministère ontarien des Services Sociaux et Communautaires (MSSC) depuis la fin des années 1970. Onze sites, dont quatre situés dans des réserves autochtones, ont fait l'objet d'un financement, en janvier 1991, afin d'établir des programmes dans les communautés visées. Une approche qualitative, naturaliste de recherche a été adoptée dès le départ, permettant de documenter et de bien saisir les modalités de développement de ces programmes dans les diverses communautés de «Meilleurs débuts».
