Relever Le Défi Des Plans De Services Individualisés (PSI) Au Québec: Leçons Tirées De L'Expérience Des équipes D'Intervention Jeunesse (éIJ)

Résumé

Cet article présente les résultats d'une analyse visant à déterminer de quelle façon les équipes d'intervention jeunesse (ÉIJ), une initiative expérimentale de coordination de services implantée par le ministère de la Santé et des Services sociaux du Québec en 2003, facilitent l'élaboration des plans de services individualisés (PSI). L'analyse, de type qualitatif, s'est fortement inspirée de la méthode de la théorisation ancrée (« Grounded Theory ») (Glaser & Strauss, 1967). Les données ont été recueillies à l'aide d'entretiens semi-structurés, administrés à une vaste gamme de participants directement impliqués dans l'initiative. Les résultats de l'analyse soulignent le rôle central joué par le coordonnateur ou la coordinatrice des ÉIJ dans l'élaboration des PSI de même que l'importance de la structure et des ressources procurées par les équipes.

Abstract

This article presents the results of a qualitative study that sought to determine how Youth Intervention Teams (YITs), coordination units created in the context of an experimental project implemented by the Quebec Health and Social Services Department in 2003, facilitate the production of individual service plans (ISPs). The analysis was inspired by the Grounded Theory methodology originally elaborated by Glaser and Strauss (1967). Data were collected using semi-structured interviews that were administered to a wide range of participants directly involved in the initiative. The results emphasize the centrality of the role played by YIT coordinators in the development of ISPs and stress the importance of the teams' structure and resources. The quality and level of collaboration between agencies within YITs is also identified as a crucial factor.
