Resource Development: The Canadian Story

Abstract

Compared to the rest of the international economic community. Canada has an economic advantage in its substantial natural resource economy. This sector in itself does not create social and personal problems; however, when poor economic policy causes the natural resource sector of the economy to function poorly, social and personal problems can be prevalent in that sector. Some degree of economic malfunctioning can arise from mismanagement of the natural resource industries but often the remedy to economic malfunctioning is complicated by historical patterns and political necessities. Illustrations are provided from: the Economic Council of Canada Study of the Newfoundland fishery subsidies and migration; and their study of the economic problems associated with the forestry industry in British Columbia.

Résumé

Comparativement au reste de la communauté économique internationale, le Canada possède l'avantage sur le plan économique d'avoir une économie fondée sur des richesses naturelles considérables. Ce secteur ne crée pas luimème de problèmes sociaux et personnels; toutefois, lorsque l'économie ne fonctionne pas bien, la prévalence de problèmes sociaux et personnels augmente dans une certaine mesure. Une mauvaise gestion des industries qui dépendent des richesses naturelles peut être responsable dans une certaine mesure du mauvais fonctionnement de l'économie, mais les tendances historiques et les nécessités politiques viennent souvent compliquer le règlement des difficultés économiques. On en trouvera des exemples dans l'étude sur la migration et les subventions octroyées aux pêcheurs de Terre-Neuve effectuée par le Conseil économique du Canada et dans une autre étude de ce dernier sur les problèmes économiques associés à l'industrie forestière en Colombie-Britannique.
