Response to Human Disaster: The Ocean Ranger

Abstract

In February, 1982 the drill rig Ocean Ranger sank in a storm on the Grand Banks with the loss of all on board. This paper examines the aftermath of this disaster from a service delivery perspective. After a total disaster, all is secondary to the immediate psychosocial needs of those involved. The delivery system of response services that evolved in this instance pointed out a number of Contingency Plan weaknesses relative to anticipation and planning especially in the human needs sector. In a disaster, a special component focused on human needs should coordinate existing agencies to identify needs; respond to the physical, emotional, psychological, religious and security requirements; and monitor and need for continuing support for those affected in other than the immediate post-disaster period.

Résumé

En février 1982, la plate-forme de forage Ocean Ranger sombra au cours d'une tempête sur les Grands bancs de Terre-Neuve. Tous les members de l'équipage périrent. L'auteur examine les conséquences du désastre dans l'optique de lat prestation de services. Après un tel désasre, ce sont les besoins psycho-sociaux immêdiats qui ont prêséance sur toute autre considération. En effet, le cas de l'Ocean Ranger a fait ressortire un certain nombre de lacunes dans le plan d'urgence pour ce qui est de la prévision et de la planification de services, en particulier des services à la personne. Lors d'un désasre, un comité spécial des services à la personne devrait coordonner les efforts des organisms existants en vue de cerner les besoins, de répondre aux besoins d'ordre physique, affectif, psychologuique et religicux ainsi qu'aux exigences en matière de sécurité, et d'êre à l'affût des besoins de services continus manifestés par les personnes touchées après la pêriode qui suit immédiatement la catastrophe.
