Impact Monitoring and Mitigation: The Case of Ontario Hydro's Atikokan Generating Station

Abstract

Before construction began on the Ontario Hydro generating station at Atikokan in Northwestern Ontario, a Community Impact Agreement between the Township and Ontario Hydro was signed. This agreement provides for: a) the prediction and monitoring of the effects of the construction program; b) the arbitration of disputes over the source and responsibility for undesirable community changes occurring; and, c) the advancing of services and provision of compensation for effects for which Ontario Hydro is responsible. An impact prediction, monitoring and mitigation program was required as part of the impact agreement to plan for and manage the social changes expected during construction. To date, this program has provided funds to assist crisis housing facilities, monitor alcohol and drug abuse, supplement library facilities and plan for changes in housing demand and municipal finance. In effect, this monitoring program facilitates preventive planning for communities hosting resource development projects.

Résumé

Avant que ne débutent les travaux de construction de la centrale de l'Hydro Ontario à Atikokan dans le nord-ouest de l'Ontario, le canton et l'Hydro Ontario ont signé une entente concernant les répercussions éventuelles du projet sur la communauté. Cet accord portait sur: (a) la prévision et la surveillance des effects du projet de construction; (b) l'arbitrage des conflits concernant l'origine et la responsabilité des changements indésirables survenus dans la communauté et (e) le développement des services et l'indemnisation pour les effects négatifs imputables à l'Hydro Ontario. On a exigé dans cet accord un programme de prévision des répercussions, de surveillance et de mitigation en vue de prévoir et de faire face aux changements sociaux qui devaient survenir durant la construction. Ce programme a jusqu'à maintenant fourni des fonds pour aider au logement de la population en cas de crise, surveiller l'alcoolisme et la toxicomanie, accroitre les ressources des bibliothéques et prévoir les fluctuations de la demande de logements et les changements dans le financement des municipalités. En effet, ce programme de contrôle facilite le travail de prévention et de planification des communautés accueillant des projets de mise en valeur des richesses naturelles.
